Qatar Engages in Strategic Discussions at 28th Universal Postal Congress

Dubai: The State of Qatar, represented by the Communications Regulatory Authority (CRA), is participating in the 28th Universal Postal Congress organized by the Universal Postal Union (UPU) in Dubai, United Arab Emirates, from September 8 to 19. The Qatari delegation is led by President of CRA Engineer Ahmad bin Abdulla Al Muslemani.

According to Qatar News Agency, the Congress is the UPU’s highest decision-making body and convenes every four years. It focuses on strategic topics such as driving digital innovation in postal services, enhancing the sustainability of postal networks, and preparing them for future challenges. The event also emphasizes the development of digital infrastructure to support cross-border e-commerce.

With representatives from 192 member states, the Congress provides a platform for adopting international strategies to advance the global postal sector. Key issues discussed include digital postal services, logistics, e-commerce, sustainability, and technical cooperation among members.

Qatar is actively participating in the meeting of the UPU Council of Administration Development Cooperation and Technical Assistance Committee during the Congress. Qatar chaired this committee over the past four years, overseeing the implementation of the UPU Global Development Strategy aimed at building capacity and supporting postal sector growth in member states.

The meeting will review achievements from past years, highlighting development activities and initiatives implemented by the UPU in collaboration with its members. It will also consider lessons learned and future action plans to further strengthen the postal sector’s role as a key driver of sustainable economic and social development.

In this context, President of CRA Engineer Ahmad bin Abdulla Al Muslemani emphasized that Qatar’s participation at the Congress reflects its strong commitment to supporting international efforts to develop the postal sector and enhance its role in sustainable economic and social development.

Qatar’s leadership role in chairing the Development Cooperation and Technical Assistance Committee over the past years underscores its support for UPU efforts aimed at capacity building and promoting inclusivity, he stated.

Al Muslemani expressed anticipation for the new UPU Strategy for 2026-2029, set to be adopted at the Congress’s conclusion. This strategy will define important directions for the sector in areas such as digital innovation, sustainability of postal networks, and support for e-commerce. These objectives align with CRA’s strategy, supporting Qatar National Vision 2030 and its aim to build a knowledge-based economy that fosters sustainable development.
