Qatar: Qatari daily Al-Raya underscored that Qatar is further strengthening its presence in the international legal framework, driven by its belief that the rule of law is fundamental to strengthening cooperation, promoting stability, and protecting rights.
According to Qatar News Agency, in its Saturday editorial, titled "Qatar Strengthens Its Role in Advancing the Rule of Law," the newspaper said Qatar's deposit of its instrument of acceptance of the Statute of the Hague Conference on Private International Law (HCCH), together with the completion of its accession procedures, marks a further step in strengthening its role in international legal cooperation. The move underscores Qatar's commitment to expanding its participation in international efforts to develop legal rules and promote closer legal and judicial cooperation among states.
The significance of the move, as emphasized by Qatar's Ministry of Justice, stems from the Hague Conference's role in developing and harmonizing legal rules governing cross-border relations. The organization provides common frameworks for addressing a wide range of civil, commercial, family, and procedural matters, while helping states address challenges arising from conflicts of laws.
Participation in this international framework, Al-Raya added, will also give Qatar an opportunity to exchange legal and judicial expertise, share experiences, address emerging challenges, and contribute to developing rules and conventions that make international legal processes clearer and more effective.
The newspaper noted that Qatar's accession also reflects the alignment between the country's efforts to develop its legislative and judicial systems and the objectives of the Hague Conference, particularly in strengthening international judicial cooperation, facilitating access to justice, enforcing rights, and establishing common legal rules for matters that extend beyond the jurisdiction of a single state.
The importance of such cooperation is growing as cross-border movement of people, businesses, and capital expands and international legal relationships become increasingly complex. These developments are creating new challenges that require closer and more integrated legal and judicial cooperation among states.
Al-Raya said Qatar's completion of its accession procedures is significant not only for strengthening the country's presence in international legal forums, but also for enabling it to play a more active role in advancing private international law. It will also allow Qatar to draw on the Hague Conference's extensive experience since its establishment in 1893 and contribute to developing legal responses to emerging challenges arising from rapidly changing global conditions and increasingly interconnected societies.
The newspaper concluded that Qatar's accession to the Hague Conference reflects its longstanding commitment to the rule of law and to strengthening international cooperation in combating crime and corruption, resolving disputes, and addressing cross-border legal challenges. It said the move demonstrates Qatar's readiness to contribute its expertise and capabilities to advancing the organization's objectives.
